He branded it the "Trump dividend" and added a caveat that the money must be spent domestically, "not in other nations such as Canada, Germany or China." The offer drew immediate accusations that it amounts to a bribe: a president dangling a cash payment to the entire electorate, contingent on his party winning the election. Two facts make it worse.
