Trump Conditioned LA Wildfire Aid on Voter ID and Water Policy Compliance

As LA wildfires killed people and destroyed homes, Trump demanded voter ID requirements and water policy changes as conditions for federal disaster aid. He blamed Newsom for a "water restoration declaration" that doesn't exist.

In January 2025, as devastating wildfires swept through Los Angeles, Trump stated his conditions for federal disaster aid: "I want to see two things in Los Angeles — voter ID, so that the people have a chance to vote, and I want to see the water be released and come down into Los Angeles."

He threatened: "We'll say, Gavin, if you don't do it, we're not giving you any of that fire money that we send you all the time."

The conditions were both cruel and nonsensical:

  • Voter ID has nothing to do with wildfire relief. Conditioning emergency aid for people who lost their homes on unrelated election policy is using disaster as political leverage.
  • The "water restoration declaration" doesn't exist. Trump claimed Newsom "refused to sign" a declaration that would release water from Northern California. Newsom's office confirmed no such document exists. Trump's team later said he meant a 2020 federal water initiative — which was not a document for Newsom to sign, and experts confirmed no connection to LA fire response.
  • Trump falsely claimed Biden left "NO MONEY IN FEMA." Biden had signed a bill in December replenishing the Disaster Relief Fund to approximately $27 billion.

Trump also demanded California allow FEMA to take over water management policy — while simultaneously arguing FEMA should be dissolved.

Newsom's office: "Conditioning aid for American citizens is wrong." The governor invited Trump to visit the fire zones. Trump did visit briefly, and the two were photographed embracing — before returning to their conflict.
